New Professorship for E-Government

Prof. Dr. Moreen Heine is now doing research at the University of Lübeck.

On Monday, Dr. Moreen Heine took up the newly created position of Professor for E-Government and Open Data Ecosystems at the University of Lübeck’s Institute for Multimedia and Interactive Systems (IMIS). She was warmly welcomed to the campus by the institute’s director Prof. Dr. Michael Herczeg and many other colleagues.

“I am very happy to be made feel so welcome here in Lübeck,” says Prof. Heine. In her new role, the 37-year-old is researching the significance and possibilities of digitisation in the field of public administration and, in collaboration with companies and administrative bodies, is developing people-centred and viable long-term solutions in innovative model projects. This involves investigating the complex interactions between public institutions, citizens and companies.

Dr. Michael Herczeg is delighted that Prof. Dr. Moreen Heine is now working at the IMIS. “The development of the cutting-edge E-Government and Open Data teaching, research and transfer area , with the founding of the Joint Innovation Lab (JIL) together with MACH AG, has obtained a solid and sustainable foundation with the W3 professorship”.  The JIL is a research and development laboratory belonging to the university and the software and consultation company MACH AG in the city’s university district.

Special significance

With the support of the state government, MACH AG, and additional partners, the university can now work intensively in this research area. “In Prof. Heine we have gained an expert for this position who can link the modernisation of administration to people-centred digitalisation,” says Prof. Herczeg. The professorship has special significance, says Prof. Dr. Stefan Fischer, the university’s Vice President for Technology Transfer and Digitisation: “The new professorship represents a central point from which, together with our partners from business, science, municipal and state administration, we will develop a centre for the digitalisation of administration.”

Biography:

Moreen Heine was born in Wittenberg in 1982. She studied informatics and political science at the University of Potsdam and took an early interest in the area of e-government. She completed her doctorate in business informatics in 2010, and in 2015 was appointed Junior Professor for Digital Government at the University of Potsdam. Her work is focused on e-government and open government. In addition to public administration in general, she also focuses on applications for civil security.
